This is the link editor button:
If you select a picture or a section of text like so:
and then click on the link editor, you'll get a window like this:

In the link editor window, you can set all the properties of your link. In the "Link Location" text box, you will enter the target of your link. i.e. if you wanted to link to Thetford Academy you would enter HTTP://ta.thet.net in the "Link Location". In this instance, the HTTP is needed to tell the browser to look out on the internet for the file. If you leave off HTTP the web browser will assume it is looking for a file in the same place as your web page(i.e. you are linking to another page you created).
You can make a graphic (picture) a link, too, by clicking on the picture and then clicking on the link editor button.

Anchors

There is more to the link editor than just links to the outside. You can make links to within the page you are looking at, or another page you are working on.
To make a local (within your files) link, you need to make an ANCHOR. To do that, go to the place in your file where you want the link to go, and then click on the anchor button: . Then you'll get a window that asks you to name your anchor:
  Give it a name. In this example, the anchor is named "heading5". When you create an anchor, you will get the anchor icon in the spot where you defined it.

Now you can make a link to that anchor. Find some text in your file that you want to lead to the spot where you put the anchor.

Highlight the text, and click the link button.

Now either type in the nameof your anchor, preceded by the pound (#) sign, or choose your anchor from the drop down menu, as shown here.
